General application guidelines
The state subsidy is intended for organizing both international conferences and national seminars. Among international research conferences, priority is given for recurrent events of international scientific organisations. The allocated funding can usually be maximum 30 percent of the total budget of the conference. A significant part of the expenses should be covered with participation fees. If in the final accounting report the revenue exceeds expenses, an amount equalling the received aid must be repaid to the Federation of the Finnish Learned Societies.

National seminars, workshops and other meetings receiving funding should reinforce research, promote discussion on science policy and increase contacts between researchers and their stakeholders. Funding can be granted also for events aiming at assessing the status or the research capacity of a certain field of research, as well as the need for further research and new research programs.

Annually there are two calls for applications – main call in October and additional call in March. State subsidy can be granted for three consecutive years. Funding decisions on the October call will be made in February and on the March call will be made in May.

Application
Applications can be drafted and submitted in the Federation’s online services. Using the online services requires registration. The user name and the password that are needed for logging in the database are sent by e-mail after the registration. Please notice that you should reserve at least one working day for registration as it is done manually. Kindly notice also that the registration should be completed at least one week before the application deadline.
The database for submitting the applications will be opened for each call ca. a month. Within the application period it is possible to supply additional information to the database. Also the appendices (budget, program and CVs of the invited speakers) are submitted electronically. When using the online services you should enable JavaScript and cookies on your browser.

Conference/seminar
When submitting the application preliminary information on the program of the event and the invited speakers should be available. In order to receive funding a national seminar should have international speakers. The international conferences receiving funding must be held in Finland. Funding is granted on the bases of the budget submitted with the application primarily for the travel expenses of the international speakers. In addition to this, for international conferences funding can be granted for expenses arising from renting the venue or hiring secretarial staff.

Information on the invited international speakers should include either their CVs, a short introduction drafted by the organisers or a link to speaker’s web pages.

Funding is usually not granted for the following purposes:
• national seminars without international speakers
• internal seminars of research projects
• annual assemblies of international organisations
• meetings preparing an international research project
• conferences held outside Finland
• research training courses and summer schools
• conferences in their preliminary stages without a program and any information on the invited speakers

A short description on the significance of the event a) to one’s own field of research, b) to the Finnish research community and c) to the international research community shall be included in the application. Also a preliminary program of the conference shall be appended to the application.

Reporting
Those who have received statutory state aid shall submit an electronic report form upon termination of their funding period. The report form must be submitted by April 15th of the year following the funding period. The report should be based on financial statements (income statement and balance sheet) and the financial statements should be appended to the report. If the income of the conference exceeds the expenses, an amount equalling the received aid must be reimbursed to the Federation of the Finnish Learned Societies.
