Declaration for Open Science and Research 2025–2030

The Declaration for Open Science and Research 2025–2030 is a national statement developed jointly by the research community. It emphasises openness throughout the research process as part of fundamental academic values, such as academic freedom, research security and responsible international collaboration.

The Declaration invites the entire research community to promote openness through active commitments. By signing the Declaration, you can demonstrate your significant contribution to advancing open science

National open science policies and recommendations supporting the implementation of the Declaration

The national policies for open science and research specify the objectives of the Declaration and support their implementation in research organisations. Some policies include more detailed policy components and recommendations. The policies and recommendations are prepared by working groups within The Open Science Coordination in Finland in collaboration with the research community. All policies and recommendations are available in the Linjauslouhi-database and on Edition.fi.

National policies for open science and research

There are four national policies. Some include more detailed policy components and recommendations.

Policy for Open Scholarship

The Policy for Open Scholarship provides national guidance for the higher education and research community, particularly research organisations. It complements the commitments set out in the Declaration for Open Science and Research 2025–2030 concerning responsible open science services and the assessment and recognition of merits related to societal engagement in research.

A culture of open scholarship encompasses cross-cutting themes of responsible open science, including research security, artificial intelligence and the effective functioning of open science services. It also covers responsible researcher assessment from an open science perspective and various aspects of societal engagement.

The policy is supported by six detailed recommendations, two supplementary guidelines and a white paper on open science and artificial intelligence. The recommendations address responsible researcher assessment and societal engagement through citizen science and other participatory research practices, as well as collaboration with businesses, public authorities and the civil society.

Policy for Open Access to Scholarly Publications

The Policy for Open Access to Scholarly Publications is a national policy framework for the research community. It complements the commitments of the Declaration for Open Science and Research 2025–2030 to promote open access and the long-term availability of scholarly publications in a financially sustainable manner, enable diversity and multilingualism in publication channels, and recognise work that advances these objectives in research assessment and career advancement. The policy consists of strategic principles and four policy components addressing different publication types.

The aim of open access is to make research publications freely and openly available to read online, while self-archiving supports their long-term availability. Open access publications make research findings available to as many users as possible, as quickly as possible.

The policy is complemented by several recommendations and guidelines prepared for the research community. These address, for example, the practices of research organisations and research funders, copyright and open licensing, material and data policies of scholarly publication channels, and the technical aspects and technologies of open access publishing.

The policy component on open access to journal and conference articles is being revised during 2026. A policy component on professional publications is also under development.

Policy for Open Research Data and Methods

The Policy for Open Research Data and Methods is a policy framework for the higher education and research community. It consists of strategic principles and two policy components that define specific objectives and measures for promoting openness in research data and methods.

The policy complements the commitments of the Declaration for Open Science and Research 2025–2030 concerning openness in research data and methods, their management in accordance with the FAIR principles (Findable, Accessible, Interoperable and Reusable), and their recognition as independent research outputs that are considered in research assessment and career advancement.

The policy focuses on openness in research data and methods, examining how it strengthens the quality and impact of research throughout the research lifecycle. It recognises data and methods as independent research outputs, recommends opening up the research process as extensively and as early as possible, and requires any restrictions on openness to be clearly justified.

The policy is complemented by several recommendations and guidelines covering, among other topics, planning the management of sensitive and confidential data, ownership and licensing, persistent identifiers, interoperability, FAIR guidance, metadata guidelines and a service catalogue data model. These provide practical guidance on workflows for managing and opening up data in different situations.

Policy for Open Education and Educational Resources

The Policy for Open Education and Educational Resources is a national policy and action plan for the higher education and research community. It specifies the commitments of the Declaration for Open Science and Research 2025–2030 to integrate open learning and teaching practices and open educational resources into higher education, and to recognise work promoting open education in research assessment and career advancement.

The policy divides open education into three areas: open education, open educational resources, and open educational practices.

Open education broadens access to and participation in education by reducing barriers and improving accessibility, availability and learner-centred approaches. Open educational resources and open educational practices involve making materials freely available for general use or under open licences, and making teaching transparent, shareable and adaptable. This can be achieved through peer learning, participation, the provision of massive open online courses (MOOCs), and the sharing of materials related to teaching design and assessment.

The policy is supported by shared principles and policy components addressing open educational, open access to educational resources and, in the updated framework, open access to theses.

The accompanying recommendations address copyright and licensing, the quality and accessibility of open educational resources, recognition of merits for promoting openness, competence requirements for open education, and services and tools that help put openness into practice.

National recommendations for open science and research

Supplementary recommendations have been developed for some of the national open science policies. All recommendations are available in the Linjauslouhi-database, and most are also available on Edition.fi. In Linjauslouhi, the recommendations can be found under the policies they complement.

How to develop open science services in your organisation

How should open science services be developed? The Reference Architecture for Open Science and Research provides organisations with shared objectives, concepts and operating models to support development work.

The Reference Architecture for Open Science and Research 2024–2030 is a comprehensive report describing the national target state for open science and research in 2030. The report also assesses the current state of open science.

The reference architecture can be used to support organisational and operational development. It provides a shared model and terminology for planning and implementing open science services and practices.

You can also explore the summary Reference Architecture for Open Science and Research 2024–2030 in a Nutshell. The summary provides an overview of the content and use of the reference architecture and highlights its key findings. It also includes instructions for applying the reference architecture in practice.

The reference architecture proposes the following measures:

  • Ensure sufficient expertise and training across the different areas of open science.
  • Systematically account for the resources required for openness in funding models.
  • Ensure legal and operational interoperability between organisations.
  • Take artificial intelligence into account in the development of open science and use it responsibly.
  • Maintain the reference architecture and promote international interoperability.

Open science funding comes from multiple sources

The Roadmap for Funding Open Science and Research brings together key recommendations and measures for developing the funding of open science in Finland. The roadmap is intended for research funders, research organisations and national service providers.
