Monitoring Open Science and Research

The monitoring of open science and research is based on nationally agreed objectives and policies that promote openness in research in Finland.

Monitoring is overseen by the National Open Science and Research Steering Group, which includes representatives of key research organisations and stakeholders from the Finnish research community.

Monitoring objectives

The objectives of monitoring open science and research are to:

  • support the development of open science and research in organisations
  • support and verify progress towards national objectives for openness
  • provide an overall picture  of the state of open science and research in Finland.

The monitoring framework has been developed in collaboration with the research community, following the principles of open co-creation. This ensures that monitoring is jointly endorsed, transparent and responsive to the needs of the research community.

Monitoring schedule

The 2026 monitoring survey was open from 4 May to 15 June 2026. The results will be published in October 2026 on the research.fi-website. The data used in the assessment, including survey responses, quantitative data and the scoring model, will also be made openly available on the website.

What are the data sources?

The monitoring of open science and research is based on two main sources of information.

Finnish Research Information Hub

The Finnish Research Information Hub is a national information resource that brings together information about research conducted in Finland, including publications, research data and research activities. The amount of information available through the Hub is increasing as the service develops.

The information collected for monitoring open science and research is published in a dedicated section of the Research.fi website, where it is openly available for everyone to use.

Survey for research organisations

Information that is not available through the Finnish Research Information Hub is collected through a survey sent to research organisations. The survey is developed in collaboration with the research community and approved by the National Open Science and Research Steering Group. It is conducted by the Open Science Secretariat.

The survey covers openness in publications, research data and methods, education, and the culture of open scholarship.

How monitoring will be carried out in 2026

The 2026 monitoring exercise is the final evaluation of the 2020–2025 Declaration for Open Science and Research period. It will be conducted using the monitoring model developed in 2021. The same model was used in the 2022 and 2024 monitoring exercises.

The monitoring model:

  • uses a transparent and openly available scoring system
  • enables comparisons between organisations
  • can be further developed and expanded in the future.

Developing the monitoring framework

Monitoring is developed in collaboration with the research community. Significant changes will be introduced after 2026. The revised monitoring framework will track progress towards the objectives of the Declaration for Open Science and Research 2025–2030 and introduce changes to how monitoring data are collected.
