Scholarly publishing in Finland is changing
Finnish scholarly publications increasingly offer research-based knowledge for everyone with open access. Open access publishing covers around 73% of Finnish scholarly journals and series. This means that research-based knowledge also reaches readers outside higher education institutions and research organisations.
Many publications follow the Diamond Open Access model: readers can access publications free of charge, and writers do not pay a fee to publish their research. More than 80% of the scholarly journals and more than 40% of the monograph series that received TSV publication grants for 2026 follow this model.
As open access publishing becomes more common, the significance of subscription and sales revenue decreases, and grants become more important. Learned societies bolster domestic scholarly publishing both as publishers and by funding these activities from their own resources. TSV supports their work with grants and publishing services.
TSV services for science publishers
The Federation of Finnish Learned Societies (TSV) offers science publishers services that support the different stages of the publication process, from open access publishing to the recognisability, funding and international visibility of publications.
Open access publishing services
TSV maintains services that support open access publishing for small Finnish science publishers. Journal.fi and Edition.fi are platforms developed by TSV that enable reliable, low-threshold open access publishing to a high standard. Journal.fi is intended for journals and yearbooks, while Edition.fi is for books. Both services provide tools for managing the publishing process from acceptance and peer reviews of manuscripts to open access web publishing. We also offer training and expert support to service users.

Peer review label
TSV administrates the use of peer review labels in Finland. The label indicates that the publication has undergone a scientific peer review and meets the criteria set for using the label. The peer review label helps to identify peer reviewed scholarly publications and enhances their reliability. TSV member societies and other publishers engaged in scholarly publishing can apply for a label.

Government grant for scholarly publishing
TSV distributes government grants provided by the Ministry of Education and Culture for learned societies' publishing activities. In particular, grants are awarded to support small and non-profit science publishers and to promote the continuity of domestic scholarly publishing.

International publication exchange for learned societies' publications
TSV forwards member societies' publications and review copies to international partners. Publication exchanges increase the visibility of Finnish scholarly publications worldwide and support the international dissemination of research-based knowledge.
